Local Improvement Scheme - Reopening from 9th October to 7th November 2025

Local Improvement Scheme

Monaghan County Council have opened the LIS (Local Improvement Scheme) to applications from members of the public. The scheme provides funding of up to 90% to support the improvement of eligible non-public roads, with the remaining contribution payable by the residents. The roads can provide access to home and farms. To qualify, the road must provide access to parcels of land, of which at least two are owned or occupied by different persons. One person is required to be engaged in separate agricultural activities. This person also needs to have at least 1 hectare of land serviced by the lane. There must be a minimum of one occupied dwelling on the road.

The scheme will remain open for applications until the 7th November 2025. New applicants will be placed on a waiting list and funded as resources allow.  Due to the popularity of the scheme, demand is expected to be heavy and applicants should note that it may take some years before all applications made under the reopening, are funded.

Further information and application forms are available on Monaghan County Council's website Monaghan County Council Local Improvement Scheme - Road and Transport
